Adrian Noland 211869b520 feat(k8sup): onboard k8sup operator to core bundle and configure mgmt secrets 
- Add HelmRepository source k8sup-io pointing to https://k8up-io.github.io/k8up
- Scaffold apps/k8sup using chart version 4.8.7 with image tag v2.15.0
- Define k8sup-system namespace with privileged Pod Security labels
- Enforce HelmRelease dependency on ceph-rbd via spec.dependsOn
- Add apps/k8sup to bundles/core
- Add SOPS-encrypted Age secrets for S3 credentials (k8sup-credentials) and Restic repository password (backup-repo) in secrets/mgmt/prod/k8sup/
